Procedure for issue of FSR, RFSR, FSC & RFSC

Procedure for Issue of Fire Safety Recommendation for High Rise/ High Risk Buildings:

 

Objective: To ensure that the buildings are built and maintained with adequate safeguards to prevent the occurrence of Fire or to contain Fire occurring in a high risk building as defined under section 2(hb) of the West Bengal Fire Services Act, 1950. This includes all high rise buildings greater than 14.5 meters in height and buildings as notified in Notification No. 279/DS/FS/0/C-1/FIA-3196 Dated 8th July, 2003

Step 1

Citizens need to register themselves using the ‘Create New Account link’ in the e-Form Application Login page providing necessary details. (eservices.wb.gov.in) Post successful Registration of user, the screen will show a confirmation window. Applicant can now login by using the username and password.

Step 2

List of eight services of Fire and Emergency Department to be opened from Fire & Emergency Services, Govt. of West Bengal website wbfes.gov.in Click on Application for ‘Fire Safety Recommendation’ and ‘Apply for New FSR’

Step 3

Click on the button named “Click here to submit a New Application” and then application form will be opened. Fill up each page and Click on “Save and Next” to open the next page of the form.

Step 4

Click on the button named “Click here to submit a New Application” and then application form will be opened. Fill up each page and Click on “Save and Next” to open the next page of the form.

Step 5

Click on “Save and Submit” button. After that view page will be opened. In the view page, you can review the uploaded information and documents, further to ensure that all the required fields are filled up. Applicant can click on “Print Application” button to print the application.

Step 6

After the successful submission applicant will get “Unique Application ID” and a Dash Board will be appeared to the applicant. Click on “Guidelines” to get the guidelines for processing of this application. Applicant can view the application; track the application processing and access further processes.

Step 7

At this stage, applicant needs to submit the required documents in physical mode. The list of required documents and place of submission are mentioned above in sub-row “Place”

Step 8

Submitted documents will be scrutinized by the Inspecting Officer and after manual inspection, Department will issue a demand note. Then dashboard “Status” will be changed to “Awaiting Payment”. Applicant will get the option “Download Demand Note” to download the demand note. Applicant has to pay through “Make Payment” button in “Downloads” column. Payment will be done through GRIPS. After the successful payment Fire and Emergency Department will issue the FSR and in “Download” column of dashboard “Download Certificate” button will come. Click on “Download Certificate” to download the Fire Safety Recommendation.

Step 1

Click on Application for Revision for Fire Safety Recommendation. Then click the radio button named “Work on Saved/Submitted FSR” and Choose “Submitted in online mode” to work on the applications which are submitted through online.

Step 2

Click on “View Details” to open the dashboard for a particular Application. Click on “Apply Online” button to open the form of “application for Revised Fire Safety Recommendation.”

Step 3

Filled up form by the applicant will be opened and applicant can edit the filled up form by clicking on “Edit” button. Fill up the field named “Reason for Revision” and edit the page. Click on “Save and Next” to open the next page of form.

Step 4

The final page will come with Documents (Key Plan, Site Plan etc.) to be enclosed/ already enclosed by the applicant. Save will lead to the view page with the details entered in the form as well as the documents uploaded, so that the entries can be verified. The entered e-Form gets saved at this stage. Any necessary rectification is allowed at this stage using ‘edit’ button.

Step 5

Click on “Save and Submit” button. After that view page will be opened. In the view page, you can review the uploaded information and documents, further to ensure that all the required fields are filled up. Applicant can click on “Print Application” button to print the application.

Step 6

After the successful submission applicant will get “Unique Application ID” and a Dash Board will be appeared to the applicant. At this stage, applicant needs to submit the required documents in physical mode. The list of required documents and place of submission are mentioned above in sub-row “Place”

Step 7

After submitting the application form applicant can also track the application processing and able to access further processes from the same dashboard following the same steps i.e. click on “Work on Saved/Submitted FSR” then “Submitted Application” and then Choose “Submitted in online mode”

Step 8

Click on “View Details” to open the dashboard for a particular Application. Click on “View Submitted Application” to check the application data. Click on “View Detailed Status” to check the particulars of application processing in the Department.

Regulation: Section 11C of the Act provides for the issue of the Fire Safety Certificate (FSC) for a high risk building.

Applicant will get “Unique Application ID” and a dash Board will be appeared to the applicant. Click the “Close” button to close the view page & go back to the service Dashboard page.

Step 7

After submitting the application form, applicant can also track the application processing and able to access further processes from the same dashboard following the same steps i.e. click on “Work on Saved/Submitted FSR” then “Submitted Application” and then Choose “Submitted in online mode” Click on “View Details” to open the dashboard for a particular Application. Click on “View Submitted Application” to check the application data. Click on “View Detailed Status” to check the particulars of application processing in the Department.

Step 8

After compliance of issued FSR or RFSR by the applicant, inspection will be conducted by an Officer not below the rank of Station Officer of Fire Station. Department will issue the FSC valid for one year and in “Download” column of dashboard “Download Certificate” button will come. Click on “Download Certificate” to download the Fire Safety Certificate.

Procedure for Issue of Renewal of Fire Safety Certificate for High Rise/ High Risk Buildings:
