Issue of Fire Safety Recommendation for High RiseProcedure for Issue of Fire Safety Recommendation for High Rise/ High Risk Buildings:
|1||Objective||To ensure that the building are built and maintained with adequate safe guards to prevents the occurrence of fire or to contains fire occurring in a high risk buildings as defined under section2(hb) of West Bengal Fire Services Act 1950. This includes all high rise buildings greater than 14.5 meter in height and buildings as notified in notification no. 279/DS/FS/O/C-1/FIA-3196 dated 8th July, 2003|

|8||Application Procedure||Step-1 Citizens need to register themselves using the ‘Create New Account link’ in the e-Form Application Login page providing necessary details. (eservices.wb.gov.in) Post successful Registration of user, the screen will show a confirmation window. Applicant can now login by using the username and password.
Step-2List of eight services of Fire and Emergency Department to be opened from Fire & Emergency Services, Govt. of West Bengal website “wbfes.gov.in” Click on Application for ‘Fire Safety Recommendation’ and ‘Apply for New FSR’
Step-3 Click on the button named “Click here to submit a New Application” and then application form will be opened. Fill up each page and Click on “Save and Next” to open the next page of the form.
Step-4 Click on the button named “Click here to submit a New Application” and then application form will be opened. Fill up each page and Click on “Save and Next” to open the next page of the form.
Step-5 Click on “Save and Submit” button. After that view page will be opened. In the view page, you can review the uploaded information and documents, further to ensure that all the required fields are filled up. Applicant can click on “Print Application” button to print the application.
Step-6 After the successful submission applicant will get “Unique Application ID” and a Dash Board will be appeared to the applicant. Click on “Guidelines” to get the guidelines for processing of this application. Applicant can view the application; track the application processing and access further processes.
Step-7 Submitted documents will be scrutinized by the Inspecting Officer and after manual inspection, Department will issue a demand note. Then dashboard “Status” will be changed to “Awaiting Payment”. Applicant will get the option “Download Demand Note” to download the demand note. Applicant has to pay through “Make Payment” button in “Downloads” column. Payment will be done through GRIPS. After the successful payment Fire and Emergency Department will issue the FSR and in “Download” column of dashboard “Download Certificate” button will come. Click on “Download Certificate” to download the Fire Safety Recommendation.
|9||Departmental Procedure to Process Application||
Step 1On receipt of application form, the system will automatically forward it to the competent DFO depending on mentioned site district and property details.
Step 2DFO will forward the application to the Head Assistant after assigning an inspecting officer.
Step 3Head Assistant will prepare a manual file after receiving the site plan details from applicant and send the application to the concerned inspecting officer.
Step 4In case of existing building, inspecting officer will notify the inspection date to the applicant and conduct necessary inspection for the building. And in case of proposed building, inspector will scrutinize the building plan other documents submitted by the applicant. Then inspector will prepare an inspection report and upload the inspection report and recommend the required fire and life safety measures to be incorporated in the building to ensure fire and life safety in terms with National Building Code and relevant building by-laws of the local municipal authorities.
Step 5Then inspecting officer will forward the same to the DFO for necessary approval.
Step 6After being satisfied that the fire and life safety measures suggested by the inspecting officer are adequate and appropriate the DFO Fire Service will issue the demand notice to the applicant. In case of high rise and high risk building DFO will forward the application to the Deputy Director without issuing demand Notice. After checking the application details Deputy Director will forward the application to Director and Director will issue the demand note.
Step 7Then dashboard “Status” of applicant will be changed to “Awaiting Payment”. Applicant will get the option “Download Demand Note” to download the demand note. Applicant has to pay through “Make Payment” button in “Downloads” column. Payment will be done through GRIPS.
Step 8After receiving payment, DFO will issue the requisite Fire Safety Recommendations for the building. In case of high rise and high risk building the Director will issue Fire Safety Recommendations.
Step 9After issuing Fire Safety Recommendations, applicant can download it from the applicant’s dashboard.
